Yeah, although I think instead of trying to show disparity in race he was trying to get across a disparity in class, with him being from lower class east london being chased by posh people on horses with hates and things.

That is an interesting point bringing in the disparity or class. I think that I do agree with that a bit more than my original idea or racism. But I also think near the end, that he's trying to show that the disparity is being taught to the youth since they brought that little girl into "the hunt".

Another thing is I think he was trying to show how people weren't willing to help them much, because in the part where he's trying to get the woman to let him get in the house , and she refuses to help him. But I'm an idiot so I'm most likely wrong.
